There are not many high quality or even good free video editing tools. Free programs lack at features and options in comparison with paid ones. So, these tools are good for basic editing operations.

VideoPad by NCH is free for non commercial use and has many options in a classic interface. Windows Movie Maker is included in Windows Live Essential tools (a free package that needs installation) and has a decent interface and a number of options to make some good edits; also, there are a lot of online tutorials.
